SPLA for migration of physical HyperV to a Cloud server

we considering migrate physical hypervisor hosted server.
have information mensual fees th hypervisor but, still need microsoft licences.
, seems spla licences needed.

the cloud hypervisor has 8cores/16threads.
there (about) 20 users, using rds , ms office.

1) need 3 vm (w2012-r2), how many spla licences need ?
ones (if there different) ?
p/n of these licences ?

2) need cal per user ?
if yes, ones (what p/n) ?

3) need rds cal per user ?
if yes, ones (what p/n) ?

4) need specific licences ms office ?
if yes, ones (what p/n) ?

contact microsoft reseller whom purchase software.  may have licensing specialist on staff.  if not, contact microsoft directly.  licensing questions handled no cost.
