RDS not allowing more then 15 users. how resolve it

i using windows 2012 r2 standard (licensed). have configured rds. , have configured maximum user limit 100 through gpo (administrative templates\windows components\remote desktop services\remote desktop session host\connections\limit number of connections).
still cannot more 15 users @ time. how can resolve it.

1. please set limit number of connections group policy setting not configured.  next run gpupdate /force in administrator command prompt new setting applied immediately.  to verify there no other group policy objects applying setting, please run the following commands in administrator command prompt:

gpresult /h gpresult.htm 

start gpresult.htm

please examine report make sure there no gpos setting maximum limit.

2. in administrator powershell prompt, please run following command:

get-wmiobject -namespace root\cimv2\terminalservices -class win32_tsnetworkadaptersetting

in output, maximumconnections ?

3. rdsh part of rds deployment?  rds deployment, mean used server manager -- add roles , features -- rds install -- quick/standard -- etc. create deployment including broker, rd web access, rdsh, session collection, etc.  fine if did not, know troubleshooting purposes.
