Hyper-V 2008R2 - problem with performance

hi,

users works on virtual terminal services server(2008r2).  server has 4 logic processors dual xeon , 14gb memory. there 45 concurrent users. hyper-v host hs22 ibm blade server - 2 xeon e5540, 20gb memory(2008r2 core). have problem performance. when user browsing websites, utilization of ts processors 100 percent. server works slowly.  utilization of host processors maximum 20%. vm can't uses resource host. possible?

the biggest problem have internet browser. othes program doesn't takes resource.

where should start dig find source of problem?

best regards jacek

i take have host running ws 2008 r2 core, , vm running ws 2008 r2 remote desktop services 45 concurrent users.

this sounds upper limit of ram/cpu resources described can offer.

in other words, "sever works slowly" because reached  the maximum performance available current hardware.

more accurate analysis can provided if provide more details on server , vm resources:

i take host has 2 sockets, hyperthreaded 8 vcores each? what's storage subsystem in terms of space, type, , iops? how's memory configured on vm? static/dynamic/startup/min/max? what's vm memory demand metric?
