CipherSuiteOrder error after June 2016 2012R2 Rollup Update | GPMC Error

i'm having trouble viewing settings of gpo after installed kb3161606 , receive following error:

if uninstall update, problem disappears.  in looking @ admx , adml files, looks after update applied, ciphersuiteorder.adml file updated, corresponding admx file not.  looking through individual updates contained within kb3161606, makes sense kb3161639 specific update causing issue.

i haven't seen particular issue reported anywhere, thought i'd try here first, go through ms support since appears windows update problem.

additionally, kb3161639 says go computer configuration>admin templates>network>ssl configuration settings configure suite order, these settings not available after update.  i'm presuming because of incorrect admx files.

see below screen clips of various items before , after update.  it appear policy applying, can't see settings in gpmc , receive same error when open gpo edit it.

edit [note added]

the original update deployed through wsus.  but i've manually downloaded roll-up update catalog , installed hoping there issue download wsus.  unfortunately, same error persists.

any resolving issue great.

before update kb3161606 update installed:

adml folder:

 admx folder before update:

installed kb3161606 (containing kb3161639)

after installing kb3161606 ,  rebooting:

admx files:
