Can't copy-paste files through RDP as non-administrator

i added individual user accounts our developers access our development web environment (running on windows server 2012 r2 standard). prior this, users logging in administrator account. in order ensure minimal impact, granted new accounts 'administrator' privileges, i.e. they're members of 'administrators' group.

however, when logs in servers via rdp new individual account (with administrator privileges) cannot copy , paste files server anymore. way they're used  updating code on server. have own individual account administrator privileges , cannot copy , paste files through rdp. if login administrator account, allows no problem. have checked privileges on server , folders/files in question allow administrator's --> full control. don't see privilege issue causing this. error receive when trying paste is:

error copying file or folder:  access denied.

any ideas? i'm stumped on one.

thanks reply. way should have mentioned standalone machine, no domain membership. found policies set, believe these set default standalone server:

computer configuration\windows settings\security settings\local policies\security options\user account control: run administrators in admin approval mode

disabling allows copy/paste files c:\inetpub\wwwroot now. weird needs disabled in order work.
