Can't Join Windows Server 2016 to Domain


experiencing issue trying upgrade server. company has small business server 2003 domain controller. purchased new server , installed windows server 2016 on it. have been trying couple days cannot seem new server join domain can raise main domain controller. when go join domain, new server able contact , asks username , password permission join. once enter info, error saying domain doesn't exist or cannot contacted. far have tried many things including:

  1. changing ipv4 settings of new server. (the ip address of old server 192.168.1.250) i've tried both hard coding , using automatically, , using old server ip address gateway , ip address on new server.
  2. disabling ipv6
  3. add entries host file on new server see domain
  4. installing windows updates on new server.
  5. rebooted old server
  6. add new computer user active directory on old server name of new server.
  7. added exclusion never block ip address 192.168.1.247 (address using new server when hard coding
  8. disabling firewall on both servers.
  9. uninstall unnecessary roles on new server don't interfere.

dns issue, since i'm able ping old server , domain not join. have tried many things work dns issues though , have had no luck.

the functional level needs @ least 2003 , 2003 domain controller need gone may two-step process you.
