Adjusting RAS server default DHCP lease

ras server uses dhcp lease ip addresses in blocks of 10 , stores them in registry. server leases additional addresses in blocks of 10 needed. number of addresses ras leases @ time configurable in registry:
hkey_local_machine\system\currentcontrolset\services\remoteaccess\parameters\ip
value name: initialaddresspoolsize
data type: reg_dword
default: 10
the initialaddresspoolsize registry entry not present when browsing registry.
i added entry manually value of 1 had no effect when ras server (win 2000) re-leased ip's dhcp server. had restarted ras service before re-lease date.
there other way of adjusting number of dhcp leases ras reserving?
has else had success this?

please check if "initialaddresspoolsize" registry key has been added correctly. also, please verify if registry key have effect after setting value other numbers.
