Slow performance after IP change

recently had change internal ip addressing, , since change, network performance has been rather slow, timeouts through web sites.

we did change book, meaning changed ip's member servers, powered them off. domain controller (windows 2008r2) last, , powered down. brought up, rebuilt dns , dhcp new ip values, member servers. servers talking each other fine , workstations correct dns , dhcp values, still there sluggishness cannot explain.

have idea can see causing this?
