Windows Update causing 100% CPU


we have number of windows 2012 servers have been affected 100% cpu utilization when windows update service running.

i have been able work around issue adding additional vcpu of affected servers can't seem find cause or resolution.

if manually run windows update (after adding vcpu server responsive) sits in endless 'scanning updates' - left days.

have tried resetting windows update settings using reset windows update agent script. 

only seems affecting our windows 2012 servers.

please run task management, , check service expends cpu utilization.
