Need Help! CPU shows 100% constantly in performance monitor

we have new dell t620 server running server 2012 std. running ad ds, dhcp, dns , performance monitor shows constant 100% cpu load, while processes in task manager can show little cpu useage. way intel xeon e5-2620 6 core cpu, 32gb ram shows using 2gb ram @ same time. if shutdown , restart getting same 100% cpu load.

does know might causing behavior?

we have other identical servers show 0 low cpu load, performing same functions.

is known problem server 2012 std.?

thank assistance.

i discovered problem server 2012 need switch power options in control panel performance , cpu load displayed properly.

RDS 2012 r2 collections show black screen and then close

greetings,   have deployed 2 server 2012 r2 rds session collections (each 2 rdsh servers, , both going through same gateway/broker server), , during testing had no issues, rolled production, our users have been experiencing black screens when attempting log in, , remote desktop window closes (no actual login performed).   seems happen intermittently, , on both collections @ different times.  thought had solved disabling use of udp in rdp clients, wasn't permanent fix.   looking @ event log of 1 of affected servers, there seems event id 36 generated @ every logon attempt following message: an error occurred when transitioning csrconnected in response evcsrinitialized.
