hi,

rds licensing not concurrent, either per user or per device.  if choose per user licensing must purchase rds cal each unique person that accesses rdsh server, regardless of how many connections made @ 1 time.  per user licensing tracked not enforced means there no mechanism stop users connecting when out of per user rds cals.

you can control users may connect giving rights users need connect , purchasing rds cals of these users.  making users member of local remote desktop users group on rdsh server.

per device licensing works in similar manner.  per device licensing each unique device connects rdsh via remote desktop must have rds cal, regardless of how many simultaneous connections made device.  per device licensing enforced, however, may appear not due initial 120 day grace period , fact if run out of per device rds cals issue temporary rds cals.  when device's temporary rds cal expires device prevented connecting (until more cals become available).
