Cannot promot a DC in child domain unless i point it to the root DNS servers

dears,
i have strange problem in system, have empty root , single child domain, child domain spreads 9 sites in remote offices connected mpls network.

we have did in-place upgrade 2003 2008 server, works fine untill now, wanted implement new dc in new branch, installed new windows 2008 ent version, when try use dcpromo install domain controller, stops following error message.

dns queried service location (srv) resource record used locate active directory domain controller domain phd.palmhills.local:

the query srv record _ldap._tcp.dc._msdcs.phd.palmhills.local

the following ad dcs identified query:

lbprsv01.phd.palmhills.local
mddcgc02.phd.palmhills.local
scdcgc04.phd.palmhills.local
lbdcgc01.phd.palmhills.local
svdcgc06.phd.palmhills.local
hldcgc01.phd.palmhills.local
zkdcgc01.phd.palmhills.local

common causes of error include:

- host (a) records map name of ad dcs ip addresses missing or contain incorrect addresses.

- active directory domain controllers registered in dns not connected network or not running.

for information correcting problem, click help.

when pointing dc root dns servers dcpromo completes fine, strange thing using similar hw windows 2003 server pointing dns servers in child domain works soooo nice.

any advice
