Can not edit group policy


here's scenario,

at beginning there windows server 2003 a dc, later on company required new server

so previous staff installed windows server 2012 r2 on new server machine.

he make windows server 2012 pdc , windows server 2003 secondary.

i didn't know how accomplished process.

but when tried edit group policy got these errors:

1. group policy management

"a processing error occured collecting data using base domain controller. please change base domain controller , try again"

2. group policy error

"failed open group policy object" might not have appropriate rights.

details: network name cannot found.

*i logged on server administrator.

here's tried after googled:

1. perform non-authorative restore sysvol change registry.

2. checked content in sysvol under domain folder empty in both dc

and checked whether sysvol folder shared or not typed "net share" in cmd, it's shared.

3. did metadata cleanup.

here's question,

1.on windows server 2012, current domain functional level windows server 2003. should raise domain functional level windows server 2012?

2.what should can manage group policy?

3.i tried connect domain controller active directory users , groups

i saw windows 2012 has dc type of gc(global catalogue) , status unavailable

but dc in windows server 2003 has dc type of dc , status online @ first

but after did method mention above became offline too.

please expert in ms windows server

windows server 2012 domain function level doesn't support windows server 2003. can raise functional level of domain if domain controllers in domain run version or versions of windows server new functional level supports.

seems environment messed. please first try run dcdiag /v /c /d /e /s:dcname >c:\dcdiag.txt from elevated command prompt, verify status of domain contrllers.
 
also, if have backup of active directory environment, suggest restore backup, things back.
