RDS 2012R2 - Licensing server SPF?

am correct in thinking if ts licensing server cannot reached, rds utilise type of temporary license?  

if how long?

if device has valid per device rds cal, able connect if rd licensing server unreachable.  problem comes when device has expired cal (or no cal @ all) attempts connect.  in case connection refused.

there's not good ft or ha solution per device rd licensing besides having double cals need combined 2 servers.  you'll see people suggest 50/50, 80/20, etc., doesn't address issue.

i recommend set monitoring , alerting if there failure due rd licensing can correct quickly.  building rd licensing server scratch can performed in short period of time.  in environment devices connecting daily brief outage should affect tiny amount of devices since devices have valid cal.

if prepare ahead of time should able recover different potential failure conditions related rd licensing in small number of minutes like, little or no disruption in service users.
