can please elaborate more on means and/or why you're doing this?
fundamentally reinstalling wsus not require backup or restore operation -- unless you're planning on trashing entire operating system installation -- brings *why* question.
it sounds me you're exploring disaster recovery scenarios, , if so, i'd suggest proposed scenario not optimal, , involves excessive amount of unnecessary work.
more importantly, since you're choosing on windows server 2008 (also perhaps worthy of "why?" question), need acutely aware of implications of doing backup on such server. in ws2008, backups volume-based only. means, unless plan heavily customize installation environment separate wsus database , content store operating system volume, backup going full system backup -- in case, reinstalling wsus pointless, full system restore same wsus installation back.
furthermore, customizing environment putting wsus database , content store on separate volume means don't have backup/restore @ all. format c: drive, reinstall windows server 2008, reinstall wsus role , point @ database , content store still exists on other volume.
