Query - Server CAL


have 1 query regrading windows server 2012..

scenario under : 

- our customer has windows server 2012 @ dc , there web site / web based solution hosted on it.. 
- web site  is accessed client pcs using ie , client pcs running on windows os 
- in such case customer need server cal each of client pc accessing web site / web services? 
a. if it's accessed on intranet?
b. if it's accessed on internet?

as per understanding, if server not using windows user authentication (which case here @ iis level it's anonymous , @ web site level own user auth done)  then cal not required.. pls clarify / confirm.

windows server 2012 r2 configured run web workloads** not require cals or external connectors.  web workloads, referred internet web solution, publically accessible (e.g. accessible outside of firewall) , consist of web pages, web sites, web applications, web services, and/or pop3 mail serving.  access content, information, and/or applications within internet web solution must publically accessible.  in other words, cannot restricted or affiliate’s employees.
