Server is not passing out policy on OU

i having strange problem, newly installed server 2012 ess...

current tree>

forest: dflp.local
domains
dflp.local
dflp ous
policies
 pcs
laptops

i need create lot of policies simple 1 changing background isnt working.

when gpupdate /force , gpresult /r following

applied gpos..

default domain policy
, thats it...
there no other policies in here... if link policy directly dflp domain @ same level default domain policy, work fine. seems ignore out of root.

i havent blocked any inheritance.

any suggestions please great.

1. should link gpo ou. (i not know essentials, may differ standard or datacenter editions in guided configuration procedure.)

2. either wait time of force gpo. find resulting gpo in client computer. gpo may need restart apply fully.

Failed to query the results of bpa xpath

RDS 2012 r2 collections show black screen and then close

greetings,   have deployed 2 server 2012 r2 rds session collections (each 2 rdsh servers, , both going through same gateway/broker server), , during testing had no issues, rolled production, our users have been experiencing black screens when attempting log in, , remote desktop window closes (no actual login performed).   seems happen intermittently, , on both collections @ different times.  thought had solved disabling use of udp in rdp clients, wasn't permanent fix.   looking @ event log of 1 of affected servers, there seems event id 36 generated @ every logon attempt following message: an error occurred when transitioning csrconnected in response evcsrinitialized.
