Server 2008 r2 file sharing problem

hi guys, have strange problem new install of server 2008 r2, still belongs workgroup , nothing else have been configured, when user plugged server in came network type, selected public unfortunately, tried change not, went gpo , set private, trying set file shares cannot keeps coming "your system administrator has blocked running program system cannot find file specified" windows file sharing.

in network , sharing centre network discovery , file , printer sharing on, services should running running, cannot apply sharing folder.

the other strange thing if needs elevated privilages cannot it, no prompt not accept command, etc cannot turn uac off user accounts, or create new user. logged in local administrator account.

is network type being set public start? have never had issue server install before this,

anybody can appreciated not want redo whole server scratch, not see other way @ moment.

it seems network location has been set private, , still cannot share folders.

i confirm able disable uac administrator.
