Windows 2003 Domain Controller
i orignally set domain on old dell server windows 2000. added 2003 r2 server few years later. i'm trying retire old windows 2000 dc , i'm having trouble it. i've copied fizmo roles off old server , made new server gc. when shut old server off (i did test) nothing works, users can't access share drives or can't login via rdp new server says no domain availabe answer request. tried upgrading old server 2 2003 r2 , raised domain level 2003. after able broswe shares, lot slower , still cannot rdp. want run dc promo , retire old server ad, i'm afraid because i'm not sure the new domain controller work properly. have suggestions can try?

according description, understand got sysvol , netlogon shares missing issue.
this issue occurs because distributed file system (dfs) replication cannot locate valid replication partner synchronize sysvol replica set.
to resolve issue, must designate 1 domain controller being authoritative sysvol replica set. if of domain controllers in domain have been restored, select primary domain controller emulator flexible single master operations (fsmo) role holder:
you can create new registry entry of type reg_sz name sysvol below registry key hklm\system\currentcontrolset\services\dfsr\restore. authoritative restore, set sysvol value authoritative. nonauthoritative restore, set sysvol value non-authoritative.
restart dfs replication service.
