ntfs permission user reappearing.


stupid issue can't figure out. logged onto windows 2008r2 usera. usera part of administrators group , domain admin. in ntfs permissions h:\organizations, full control administrators group , usera. seems repetitive since usera in administrators group, let's remove usera.  on h:\organizations, inheritance parent turned off. using icalcs remove user a, here's do.  

on h:\organizations, manually remove usera ntfs permissions. double check inheritance parent turned off.

icacls.exe h:\organizations\* /inheritance:d /t - turn off inheritance on subfolders.

icacls.exe h:\organizations\* /remove:g "domain\usera" /t /c - remove usera folders

confirmed usera gone subfolder ntfs perms, , double-check it's removed h:\organization folder.

icacls.exe h:\organizations\* /inheritance:e /t - turn on inheritance

usera in permissions on parent h:\organization , subfolders. tried logging on local admin too, same result.  wtf?

i should add it's same result if skip icacls , manually turn off inheritance on subfolder , remove usera, turn on inheritance. usera in permissions on subfolder , parent.

ok, guess.  check owner of folder, , change administrators group if user listed.

also, remove creator owner if listed in permissions.
