Do we need a certificate for App A to talk to App B on the same server?

i advice if need secure communication between either application talking application b on same server or application talking database on same physical box/server.  purpose of discussion let's these iis web apps running on windows server 2008 r2.  , sake of discussion lets passing personally identifiable information (pii) data/information.  keep in mind servers in secure computer room, , yes use passwords log in operating system , perhaps passwords log in applications , database.  when users access information browsers on workstations of course it's ssl connection using certificate, question should use certificates intraserver communication?
