Regional options are not applied and revert back to old setting, Why doesn't it work?

hi experts, wanted change decimal symbol , digit grouping symbol users @ department. made gpo , went to

"user configuration-preferences-control panel settings-regional options"

and set options wanted , pressed ok, when went check, reverted previous settings! why happening , how work?

i have complete native server 2008 ad environment, way noticed when set options, of them have thin red , white line underneath of options.

hope can me out here, because it's pretty frustrating.

please press f6, red line should changed green, able changes , policy should applied.
