Open Listening Port

i have java application crashes , leaves tcp port open.  when issue command netstat -a -n -o see port still in listening status.  shows pid well.  @ task manager , pid doesn't exist.  tried command taskkill /pid , pid not found.  how can close open tcp port?

thanks,
jim
