Creating Shortcuts to files residing in other SharePoint site or locations... how? But not creating a new 'Link' webpart

hi,

i have searched , read books no luck.

we have migrated away 'servers' sharepoint 2007. have requirement able create master file shortcuts other document locations not residing on sharepoint site.

in old windows explorer easy can not find way in sharepoint 2007 unless create link library.

i attempting keep 'traditional' windows explorer parent , child folder hierarchy maybe not supported?

i not want create additional web part or quick launch item have it located in shared document directory structure with both files , "short cuts" enabled.

here high level example sharepoint 2007 case study:
