Missing System Writer | Windows Server 2012 R2 | Cryptographic Services failed | data is invalid


recently our system state backups have been failing on 1 of our windows 2012 r2 servers because vss system writer not found on system.

when i'm running command "vssadmin list writers" there no system writer in writers list.

in reviewing event logs of server, found corresponding entry of event id 513: 
cryptographic services failed while processing onidentity() call in system writer object.
details: addwin32servicefiles: enumservicesstatusex api service enumeration failed.
system error: data invalid.

as david said, make system writer works normally, need to  open services console verify cryptographic services logon credentials of "network service" account.

and clean boot check.
